Dan Church Aid (DCA) DCA is a Danish Humanitarian and Development organization working to assist and empower people affected by poverty and disasters to live a life of dignity. In Ethiopia, DCA’s area of work includes a humanitarian response, food security, resilience building of vulnerable community members, and gender and capacity building of civil society organizations. DCA currently has its main office in Addis Ababa and field offices in Gambella, Bale, Afar and Waghimra.

DCA Ethiopia Office is looking for a competent Community Development Facilitator based in Gambella.

Type of Contract: Up to April 30, 2023

Reporting to: Livelihoods and Social Cohesion Officer

Overall Job purpose:

The overall responsibility of this position holder is to organize and mobilize DCA's target beneficiaries and stakeholders at the very grassroots level and provide site-level facilitative support for the implementation of DCA's projects in Gambella. The Community Facilitator is expected to contribute to the smooth implementation of community-level livelihood and peace-building activities. The community facilitator is expected to have a solid background in livelihood. Experience in peacebuilding is an added advantage for this position. 

Main responsibilities:

Mobilize, technically assist and bridge the project with the relevant stakeholders for the successful and smooth implementation of the project. 

Detail Task

Project Planning and Implementation 

  • Facilitate project planning at the community level. 
  • Organize and facilitate community-level tools such as FGDs (Focus Group Discussion) and other PRA tools 
  • Collect information relevant to the project planning process directly from the field.
  • Provide inputs to the planning process and ensure community-level issues and concerns are included in concept notes and proposals.
  • Mobilize host communities and refugees for livelihood and peace cohesion interventions.
  • Disseminate information pertinent to the project implementation to refugees and host communities.
  • Mobilize and organize community groups and maintain positive relationships with them.
  • Engage and work with the host community and refugee community-based structures and traditional institutions including faith-based institutions and religious leaders. 
  • Collect project-related complaints and report them to the relevant person.
  • Provide day-to-day site-level support to beneficiaries and seek technical support when the need arises. 
  • Identify community gaps, risks and challenges and report on them immediately. 
  • Ensure project implementation activities are in line with community norms, culture, and value systems. 
  • Recommend to the project team contextual and population changes. 
  • Organize and manage the distribution of project start-up kits and other materials. 
  • Participate in post-distribution monitoring 
  • Day-to-day technical support to livelihood beneficiaries. 
  • Facilitate market linkage and value chain 
  • Facilitate the undertaking of peace-related community conversations and dialogues. 

Reporting and Representation

  • Collect and report daily information from the project site to the field office regarding the implementation of the project. 
  • Update the project team with changes on the working context. 
  • Regularly collect and report on challenges and community feedback. 
  • Presents himself/herself in a respectful manner and treats beneficiaries with dignity. 
  • Represent DCA (Dan Church Aid) in community-based initiatives and promotes the values of DCA. 

Required knowledge and experience:

The post holder should be able to demonstrate the following attributes:

  • Minimum of any Relevant Vocational Training and more than four years of relevant experience related to the above-mentioned tasks.
  • Has direct field experience preferably in emergency settings with NGOs/humanitarian actors 
  • Good Knowledge of the emergency operations in Ethiopia
  • Good report writing skills and computer skills in MS Outlook, Word, Excel, and PowerPoint
  • Knowledge of the operational context is advantageous.
