ECDD requires the services of an individual Consultant with direct experience in conducting QoL Survey baseline surveys, studies, and evaluations of projects in relevant thematic and geographic areas. The Contractor should have the following minimum qualifications and experience:

  • Preferably 10 years, but not less than 6 years of knowledge and experience in conducting surveys, data collection, studies, and evaluations in at least one of the following fields in Ethiopia: disability inclusion, disability rights, inclusive livelihood, or other related areas.
  • Experience and skills in monitoring and evaluation and the application of research techniques, particularly qualitative and quantitative research methods.
  • Excellent analytical and report writing skills, with demonstrated experience.
  • Good knowledge of data analysis tools and techniques as well as concepts and methods of efficacy and impact evaluation.
9. DELIVERABLES

The Consultant shall deliver:

The following are key expected deliverables:  

1. Prepare inception that includes data collection tools and present it to the project team;

2. Organize and analyze data, prepare and submit the first draft report

3. Review of the first draft report  

4. Incorporate comments and submission of the final report.

5. Submission of hard and electronic copies of the entire baseline survey documents in English.

Besides the above-listed deliverables, every week the Contractor will verbally inform the coordinator concerning the progress of activities against the work plan/schedule, as well as about any constraints or obstacles that could delay the implementation of the contract, and any mitigation measures proposed.

11. TIME SCHEDULE

The baseline study is expected to be completed within 30(thirty) calendar days. An itemized action plan indicating a description of activities in chronological sequence and dates for each activity should be submitted with the technical proposal.

12. SCHEDULE OF PAYMENT

·         First Installment: 30% of Contract amount upon signing the Contract

·         Second Installment: 30% of Contract amount upon submission of draft Report

·         Third and Final Installment: 40% of Contract amount upon submission and acceptance of the Final Report, and when it is accepted by ECDD.

·         Taxes will be deducted and paid by ECDD according to government rules.

·           In ETB via bank transfer or Cheque payment.

 Consultancy Service to Conduct Quality of Life Survey

 

1. ORGANIZATIONAL BACKGROUND

The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian non-governmental, non-religious, non-profit development organization established in 2005. ECDD works collaboratively with other organizations to promote, facilitate, and build organizational capacity for “Disability Inclusive Development” in Ethiopia – the inclusion of disability issues and persons with disabilities and their families in mainstream government service delivery and development organization programs. ECDD was re-registered on 17 May 2019 as a local CSO, Registration № 0321, with the Civil Society Organizations Agency under the Organizations of Civil Societies Proclamation № 1113/2019. ECDD envisions an inclusive Ethiopia, where children, youth, and adults with disabilities, regardless of gender or kind of disability, as well as their parents and families, enjoy the same rights and have access to the same health, educational and social services, training, and work opportunities enjoyed by other citizens.

ECDD has several Inclusive Livelihood Programs and Projects focusing on benefiting Persons with Disabilities in all the regions of Ethiopia. Currently, ECDD is implementing a three-year (2021–2024) project entitled “Promoting Rights and Inclusion for Disability Empowerment (PRIDE)” funded by USAID. The ultimate goal of the project is to economically empower youth with disabilities (YwDs) in Ethiopia through providing access to mainstream skills and entrepreneurship training, internships as well as self- and wage employment.  It focuses on 1,200 youth, between the ages of 15-29, with visual, hearing, or mobility disabilities, with a majority being young women with disabilities in 10 towns of 5 regions namely Afar Oromia, Somali, Amhara, and SNNP, and in Addis Ababa and Dire Dawa City Administrations of Ethiopia.

A major constraint faced by persons with disabilities, OPDs, and other organizations promoting the rights and inclusion of persons with disabilities in Ethiopia is the lack of data on persons with disabilities related to their quality of life. One of the key project activities in PRIDE is, therefore, conducting a Quality-of-Life survey on the situation of youth with disabilities, including their access to mainstream health, education and skills training, livelihood, social inclusion and empowerment, their personal needs, and professional interests, and public attitudes towards persons with disabilities, using a Quality-of-Life Survey tool. To this end, ECDD would like to hire a consultant with the required qualification, expertise, and experience to conduct a Quality-of-Life Survey in 10 towns of 7 (Seven) PRIDE target areas.

 2. PURPOSE

The main purpose of this assignment is to conduct a Quality-of-Life (QoL) Baseline Survey of the impact and outcome indicators of the Action and determine the present (2022) values, thereby supporting the project management team in determining their target values.

The availability of robust baseline QoL data will thus help enable ECDD to concretely monitor results through the agreed indicators and to track progress against the baseline situation.

ECDD, therefore, requires the services of an individual consultant to collect a reliable QoL baseline using an appropriate methodology which will include the formulation of a data collection tool primarily using a questionnaire, the measurement of baseline indicators, the analysis of generated data, and the determination of values and verification of assumptions stipulated, especially in relation to outcome indicators.

3. SCOPE OF THE WORK 3.1 Description of the Assignment

The scope of this contract is to conduct a detailed baseline QoL Survey in order to measure the initial values of each of the Intermediate and sub-intermediate results objectively verifiable indicators (OVIs). Where values have already been provided in the Log Frame, it may be necessary to validate them. In addition, the contractor will check the validity of IR and SIR indicators mentioned in the project Logical Framework.

A crucial part of the assignment is the designing and elaboration of appropriate questionnaires and other data collection tools. The questionnaires need to be properly designed so that through their application the QoL survey team will be able to collect all the data and information required to measure the values, consistency, and validity of the OVIs. The design of the questionnaires needs also to allow the survey team to easily extract the information and data contained in them. Data should be geo-localized and refer to specific communities.

In addition to quantitative assessments of the initial situation of the OVIs, the contractor will capture qualitative data of other aspects as relevant to the specific indicators. These qualitative data will stem from interviews and meetings with Local Authorities and Key informants, household surveys and from community studies, etc, as appropriate, and will be properly analyzed and triangulated with the quantitative data by the Contractor.

5. METHODOLOGY

The  QoL survey should collect data from a total of  1750 respondents (875 respondents with disabilities, and 875 respondents without disabilities) in the Regions and City Administrations, using appropriate questionnaires.

6. SSPECIFIC WORK:

The Consultant, in consultation with the Project Coordinator and technical staff, will carry out the following tasks:

a)        Review relevant project documents and prepare an inception report, including a detailed work plan and questionnaires and submit for comments;

b)       Integrate comments and finalize the inception report, work plan, and questionnaires;

b)    Brief it’s a team on the entire QoL Survey exercise;

d)    Train the data collectors and undertake data collection using the designed questionnaire and tools

e)    Undertake data cleaning and entry

 

f)     Prepare the data matrix report as per the need

g)    Undertake any other assignment as guided by the project coordinator of the data analysts.


7. MANAGEMENT AND LOGISTICS 7.1 Management

 

The Lead Data Collector working under the direct supervision of the PRIDE Project Coordinator will plan, organize, supervise, collect and compile the data in each of the 7 (Seven) target Regions and City Administrations.

The Lead Data Collector will supervise the survey data collection activities in cooperation with OPD personnel and members in each town, who will help identify survey respondents and be engaged in administering the survey questionnaires. Besides, the ECDD M&E team and Program Director along with the Project Coordinator shall be responsible for supervising this assignment. The Contractor will also work closely with any other Experts and stakeholders as appropriate; regional and head office levels.

In addition, the Consultant will undertake the QoL survey activities in cooperation with OPD personnel and members in each town, working in close collaboration with ECDD Regional Office personnel in each Region.

 

All costs of the QoL survey activities will be covered by the ECDD PRIDE project budget, managed by the ECDD Program Director, and Project Coordinator, and Administered by the ECDD Project Accountant.
